Reforming the defense-industrial complex of Ukraine: successes and failures in the context of military-political dialogue with NATO

Abstract

The state of the Ukrainian defense industry in the context of the European integration intentions of the Ukrainian state is analyzed. It is noted that in the 1990s – 2000s Ukraine had a branched, unevenly developed, insufficiently coordinated defense industry, which was characterized by unbalanced structure of defense production, high level of depreciation of fixed assets, low profitability of most enterprises and low capacity utilization. It was noted that the reform of the defense industry should take place synchronously, against the background of our country’s accession to NATO, because the Alliance is a signal to foreign investors to come to Ukraine, which in turn will improve Ukraine’s international investment image and increase budget revenues through defense savings. It was noted that the Ukrainian authorities need to strengthen state protectionism in order to increase the effectiveness of measures to promote domestic defense products, technologies and services to promising segments of the global arms market by supporting marketing activities, coordination and financing of national delegations to international exhibitions. Examples of successful enterprises of Ukroboronprom are given, in particular, in the field of production and supply of aircraft guided missiles, services for repair and modernization of combat aircraft and helicopters, etc.
